Convert Scene to Movie Clip?

Hi all,
First off, just want to say that this forum is extremely helpful, just reading through posts has given me many helpful tools!

In one of the first sites I designed, i created my navbar on Scene 1. Therefore, it has five frames, each one designated to a different header, like "resources" and "contact" etc. Now that i know a little more, I realized I want this whole header to be a movie clip symbol as I only want to work in Scene 1 to load the different movies (each page will be a different movie or frame of scene 1). Is there a way to turn this previous file (scene 1 with my navigation bar) into a movie clip symbol? It doesn't work to select all frames and convert to symbol, and I don't want to remake it if possible...Any suggestions?
