whats the best program for creating an animated-being-built lines for an entire navigation site?

Can you please explain in detail what does your animated-being-built lines mean?
If possible pls provide us with the example site.
basically, it would be best to use bitmaps rendered from 3d programs as a background if it's wireframe that you want.

Hi administrator,
The description was vouge and Ill send a site when Ill track it.
What I mean, if I can describe it, is a wireframe objects that are starting from void and are being built by the extension of thier wire lines.
The style Im looking for is somekind of illustrated lines and not bitmaps of a regular renderer.
I want to control the extension of the lines (speed, number, place) creating the objects.
So, should I render in a 3d with illustration renderer and then erase the lines slowly from end to start or is there a better way ?

yes, have a rendered image of the wireframe. then use masking to slowly erase the lines away.
this should be the most efficient way.
but resizing your flash movie with rendered graphics will make the bitmaps look bad.
