Custom scrolling method?

I need to scroll some highlightable text using custom buttons that say "up" and "down." I think I can figure out this part, but the hard part is, I need the buttons to appear only when text flows beyond the boundaries of the .swf file (in either up or down directions). Can someone tell me how to do this?

you can check if the text exceeded the boundaries of the textfield by using bottomScroll and maxscroll
