last item on submenu not working

I have added submenus to a menu bar component, which works fine when testing in the FLA it was created in.
However, I have noticed that when I use the swf from this FLA as a loaded movie in another swf, the last submenu item in each submenu stops working.
Each submenu item is calling a pop window, and unless I add an extra menu item to each submenu which is disabled, the last submenu item will not call the window.
I have traced inside the listener and it doesn't return anything when the swf is loaded from the main swf - but does return the trace when run in the swf with the menubar.

Although my 'fix' works, (I have added a separator to the last menu item on each submenu to make it look cleaner), I would rather the last empty menu item not to be there at all.

Does anyone know why it is doing this, and what I can do to fix it?
